Maybe implies a yes and a no therefore making it useless to the overall vote. If we chose the president saying Yes to everyone than noone would win, it would be a tie. Or if someone were to vote for only one person (Like here) the other vote (For all canidates) would just boost all tallies by one. Basically 0+1 and 0+1 = 1 and 1 but 1-1=0.
